District 3 approves $15 million budget

— Anderson School District 3’s Board of Trustees approved a $15 million budget Monday but held off on approving a list of recommendations on how to spend other money it might get.

The budget, built on a base student cost of $1,788 per student, would eliminate 9.5 positions and freeze teacher salaries at the 2009 levels, but would also eliminate furlough days in the Iva-based school district.

Superintendent Gail Southard said that by eliminating furlough days, the board would be giving back to every employee in the district.

The board will use a little over $71,000 from its reserve fund to balance the budget.

But Southard’s recommendation to pay back that money to the reserve fund if the district receives extra money from the state was tabled.

The South Carolina legislature returns for a two-week session Tuesday to finish work on the budget. A conference committee met on Monday to come to an agreement between the House base student cost of $1,860 and the Senate base student cost of $1,959.

Southard recommended that if the district received any additional money from the compromise between the two houses, it be used for putting money back into the reserve fund, funding teacher supply money, hiring an officer for the middle school and adding to the amount to pay substitute teachers.

Trustee Marty Watt said he would rather see the money go toward keeping a second high school guidance counselor, while trustee Curtis Wiles said he would like to see the money go toward pay raises, or step increases, for teachers.

The board will take up the issue again after the legislature completes the state budget and sets student spending costs.

The District 3 budget will need to be approved by the Anderson County Board of Education. The district is scheduled to present its budget to the board on June 21.

Three Education Leaders Receive William B. Harley Lifetime Achievement Award

SC - June 3, 2011 - Three South Carolina education leaders have received the William B. Harley Lifetime Achievement Award.

Dr. Cheryl Washington (Richland School District Two) began her career as a teacher in 1980 and has served in many different capacities before becoming deputy superintendent in Richland School District Two.  Dedicated to serving the children, parents, teachers, and support personnel of her district, she is truly an educator who cares about the education of all children.  She has been instrumental in increasing the number of magnet and choice programs and centers and schools in Richland School District Two.  She is a longtime member of SCASA and a dedicated Rotarian.

Mike Mahaffey (Anderson School District Five) has served South Carolina for 41 years in Pickens and Anderson Counties.  In his current role as Assistant Superintendent of Personnel Services, he works tirelessly to recruit high quality educators, ensure that all personnel receive professional development opportunities, and that each employee works in a safe and supportive environment.  He is a longtime member of SCASA and currently serves on the SCASA Board.  He is a servant leader and has been a Cub Scout leader, Sunday school teacher, and Vacation Bible School Director.

John Tindal (Clarendon School District Two), and educator since 1974, has served the districts of Lee County Schools, Orangeburg School District One, Orangeburg School District Four, Allendale County Schools, and Clarendon School District Two.  Highly respected by his peers and community leaders, he has served as both President of the Superintendents’ Division, President of SCASA, and Chairman of the State Board of Education.  He recently received the NAACP’s Billie S. Fleming, Sr. Academic Excellence Award for Continuous Education Commitment and Service.  Tindal is very active in the Manning Rotary Club and Santee Lunches Workforce Development Board.
