Facility management services help agencies save energy, upgrade buildings
In early 2007, the badly rundown conditions in which injured combat troops lived at Walter Reed Army Medical Center in Washington made headlines.
Walter Reed took a number of corrective steps, among them hiring IAP Worldwide Services Inc. of Cape Canaveral, Fla., to upgrade systems on the 113-acre medical complex.
IAP officials point to a number of successes under the $140 million-plus contract that runs out Nov. 4 as the center completes a move to new facilities in Bethesda, Md. For example, a previously leaking heating system no longer spews out steam. Hot water and room-by-room cooling and plumbing systems at the 200-room Mologne Hotel, which houses wounded warriors in rehabilitation, "are more reliable," said Todd Fletcher, IAP senior public works manager for the Walter Reed project. IAP also reworked woodworking equipment to allow soldiers with prosthetics to better use the shop's tools.
IAP Worldwide Services is one of the many firms or corporate units that specialize in helping federal agencies make efficient use of their buildings through energy conservation, maintenance and other facilities management services. The General Services Administration, for instance, lists 96 contractors with federal supply schedules contracts that do facilities maintenance and management services, and there are others.
IAP has found that the key to its success is developing amicable ties with agency employees, said Dave Schnabel, vice president of business development. "It's all about building relationships with the people you work with and taking care of the customer," he said.
At Walter Reed, IAP has provided valve-by-valve repairs to steam lines; electrical, plumbing, heating, ventilation and air conditioning (HVAC), steam and chiller plant operations and maintenance; structural and project engineering; transportation services; and buildings and grounds maintenance.
All this "has paid off with much-improved facilities and the appreciation of our customer," said Bruce Beitman, IAP's general manager at Walter Reed.
Walter Reed declined to comment on the IAP effort. Media relations officer Gigail Cureton said the medical center won't endorse any nongovernment organization.
From dairy cases to runway lightsAnother facilities management firm, EMCOR Group Inc. of Norwalk, Conn., was hired by the Defense Commissary Agency to renovate 32 military commissaries in California, Alaska, Hawaii and Nevada.
Under a $4.5 million, one-year contract with four option years, EMCOR provides maintenance and repair, refrigeration, HVAC, and fire protection. The contract also provides general facility components such as roofs, boilers and emergency generators. Commissaries get routine visits by a handyman every week or two weeks, depending on store size, to make simple, on-the-spot repairs, DeCA spokesman Kevin Robinson said.
