GateHouse News Service reporter Dean Olsen answers some common questions users might have as they try to unravel the confusion over the options available for their state health insurance.

Q: If someone already has sent in for the change from Health Alliance to HealthLink and decides to stay with HealthLink, and then in 90 days HealthLink's contract is canceled, would the employee have a chance to go back to Health Alliance at the end of the 90 days? Or should they send another form back to Springfield now to get back into Heath Alliance?

A: It's impossible to predict the likelihood of a future court action or decision by the state resulting in the HealthLink contract being canceled and a Health Alliance contract being continued. But officials from the Illinois Department of Healthcare and Family Services have indicated that their intent is for state employees to undergo as few disruptions in their health plans as possible.

Q: If you have chosen to remain with Health Alliance for the 90-day contract, what happens when it expires in 90 days and the enrollment period is over and Health Alliance is not a choice?

A: It's hard to answer that question definitively. The state is legally required to continue providing health coverage to people in the group health insurance plan. Julie Hamos, director of the Illinois Department of Healthcare and Family Services, has indicated that HFS will try to negotiate extensions of the 90-day contracts - with the same vendors - if the Health Alliance and Humana lawsuits haven't been resolved by that time. It's unknown how long those extensions would last or how many renewals might be needed. It is likely that COGFA approval will be needed for extensions beyond the new 90-day contracts, but COGFA members haven't said they would not support future extensions.

Q: My father-in law is a member of the Humana insuance group. Has Humana's problems (lawsuit) been corrected? Will they offer their current members an extension?

A: Officials from the Illinois Department of Healthcare and Family Services say they are attempting to negotiate an emergency, 90-day contract with Humana to continue offering its HMO. But as of right now, Humana HMO isn't an option for state employees, retirees and dependents in fiscal 2012. Humana may become an option on Friday or Monday, so keep checking the website of the Illinois Department of Central Management Services (benefitschoice.il.gov) for updates.
